For input or output? Anyway, in both cases it depends on the
implementation. For input you can use fo:external-graphic and if your
FO processor supports the specified "content-type" attribute then
you're ok. For output, it's up to the processor to output whatever
format it likes.
I suspect you're asking about a specific implementation. Which?
