Not quite. From the XML recommendation [1] :
[23] XMLDecl ::= '<?xml' VersionInfo EncodingDecl? SDDecl? S? '?>'
[77] TextDecl ::= '<?xml' VersionInfo? EncodingDecl S? '?>'
