Regular expression support is in the published requirements document for
XPath 2.0 (as a "must have"). See

The ability to write extensions functions within an XSLT stylesheet is in
the published requirements for XSLT 2.0, (as a "should have"). See
http://www.w3.org/TR/xslt20req
