the trick here is to build up the key by concat() ing unique strings
from the various levels (wg the generate-id() of the paragraph node)
However assuming there are not 1000's of figures per paragraph, I
wouldn't bother and would just fall back on the old fashioned approach:
select=link[@type='Figure'][not(following-sibling::link[@type='Figure'
and @id=current()/@id])]"
