Why doesn't this work? 

well it's valid XSLT input, just a long way of writing


<input type="hidden" name="us" value='rot13(Get_Cookie("us")'/>

what do you mean by "not work" 
error in transformation?
the wrong output?
the expected output but javascript doesn't work?
