I *think* that you might fix the problem by applying templates to
cell[2] rather than getting its (normalized) value. Rather than:
<xsl:value-of select="normalize-space(cell[2])"/>
try:
<xsl:apply-templates select="cell[2]" />
That is assuming that the bullet list is held within cell[2] in your
table...
