Yes, that is correct, that was why I prefaced my answer.

As I said, I understand there are no properties in HTML for doing this, so
regardless of what your source is if there is no way to say "rotated text"
in HTML then there is no way you will get rotated text in HTML.
When you said "XSL" instead of "XSLT" I thought perhaps you were referring
to "XSLFO" for comparison.
