In the test.xsl file you have [xmlns:xsl="] written twice - this is causing an error.
Try:
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
This works for me, using IE 6.0 to parse it

when i want to load this file
I just load up my browser and type in
http://blahblah/member.xml
i am probably doing something extrememly retarded, but it still does not
work
