I don't know the system that you are refering to but beware that if it
is using a non validating parser then it is not obliged to read any
external DTD subset so may not see this definition.
To see if that is the cause, move the entity definition into your main
file as in:
<!DOCTYPE page [
<!ENTITY img_uri "/STATIC/futuredex/frontend/images">
]>
