Newbie: XML to fixed columns

Sorry for the naive question: I have a very simple repetitive structure
(XML-ised homogeneous records) which I want to output as a flat file with
fixed field widths (for consumption by a COBOL program).
I can't work out how to stop the XSLT processor from normalising the
whitespace in the output. I have the output mode set to "text" and the
character set to "UTF-8". I have tried concatenating a bunch of spaces, then
substring-ing to the required number of characters, but to no avail.
