Use the XSLTSL Standard Library - the generate-string template
in the string module. See http://xsltsl.sourceforge.net/.
Example,
<xsl:call-template name='str:generate-string'>
<xsl:with-param name='text'>Hello</xsl:with-param>
<xsl:with-param name='count' select='20'/>
</xsl:call-template>
See the website doco for how to setup the stylesheet import, etc.
