Ah, you want to evaluate the XPATH expression, which is written in the 
@name attribute. Normally this is not possible with XSLT, you need an 
extension function. But your problem seems to be easier - if I 
understand it correctly:

<BLOCK title="{@*[name() = BOOK/Author/@name}">

Does this work?
