value of gives the string value of a node, never any elements and never
any templates applied.
You want to replace all of that by
<xsl:apply-templates select=."/>
(your example input had <para> elements and your example select had PARA
XPath, I assume th elatter was a typo, otherwise the templates Jeni and
I gave for para won't fire.
