Stuart,
MSXML will support Shift-JIS if the appropriate language pack is installed. Try
it and see.

MSXML and IE both share the ability to use various encodings through the use of
the WideCharToMultibyte API - and this API will support an encoding if the
appropriate language pack is installed (as indicated by the KB article you
found).
