Keep in mind your context element changes inside a for-each, Therefore:
<xsl:for-each select="site/passeio/item">
<!-- context element is now item -->
<xsl:when test="@correlato=@idPasseio">...</when>
...
</xsl:for-each>

@correlato belongs to if and @idPasseio belongs to
for-each...
