Use a text editing system such as sed or perl rather than an XML one.

An XML parser does not report the characters in the original file so you
can never get identical characters on output, an "identity"
transformation in XSLT will produce something that will produce the same
parse tree in the XPath data model, you can not reproduce the characters
that were in teh original file.
