Don't use for-each; use a separate template that will work for any Page
element.

<xsl:template match="GUI">
  <xsl:if test="Page">
    <BR/>
  </xsl:if>
  <xsl:apply-templates select="Page"/>
</xsl:template>

<xsl:template match="Page">
  <xsl:apply-templates select="Name"/>
  <xsl:apply-templates select="Parameter"/>
  <xsl:apply-templates select="Table"/>
  <xsl:apply-templates select="Page"/>
</xsl:template>

Note that you don't need to wrap those xsl:apply-templates instructions in
xsl:ifs, because if the selected node-set is empty, xsl:apply-templates
will do nothing.
