Build requirements:
  cygwin-1.3.19 or newer

Build instructions:
  SIG=0 ./par-<VER>-<REL>.sh all

or:
  tar xjvf par-<VER>-<REL>-src.tar.bz2
    if you use setup to install this src package, it will be
    unpacked under /usr/src automatically
  cd /usr/src
  ./par-<VER>-<REL>.sh all

This will create:
  /usr/src/par-<VER>-<REL>.tar.bz2
  /usr/src/par-<VER>-<REL>-src.tar.bz2
