Overloaded cvs server

The sources machine has been overloaded recently, perhaps because of a
bug in gnatsd, perhaps because of disk problems.  The maintainers have
been looking at it.  It may even be fixed now.

anoncvs on sourceware has a special hack to check the load average.
If the load average is over 15, anonymous CVS connections are
rejected.
