Exactly.  Use the packaging tools native to the platform on which the 
binaries will be installed.  So, for a debian-hosted, cygwin-target 
cross compiler environment: use dpkg/apt-get/whatever.  For a Red 
Hat/Mandrake/SuSe/... hosted, cygwin-target cross compiler environment: 
use rpm.

mknetrel isn't the right tool for this job.
