Thanks for the hint. I have found it in app-defaults/XTerm.
But unfortunately it didn't help. I have copied it to
/etc/X11/app-defaults/XTerm and to ~/.Xdefaults but to
no avail. Alt + <= still produces ESC [ D instead of
ESC ESC [ D.

BTW, A question related to the xfree-4.0.3 tar archives.
Why are links to the /etc/X11/... files created in
/usr/X11R6/lib/X11 but the corresponding directories in
/etc/X11 are missing? It would be nice to find some 
default settings there.
