Enoch,
You need to have an rgb.txt file in /usr/X11R6/lib/X11/.
The file is usually about 17 kB. You can find this file on a Linux box, or
I can send you my file as an email attachment.
Currently rgb.txt is included in the devel Cygwin/XFree86 tarball, but
rgb.txt is way too small to justify downloading and installing the large
devel tarball.
There used to be an rgb tarbal distributed with Cygwin/XFree86, but it seems
to have been misplaced during releases past 4.0.
Perhaps Suhaib will put my rgb tarball back into distribution :)
