No, it's not broken. Goto http://xfree86.cygwin.com and it will work.
This is one of the possible conflicts I warned about :]

Chris can you please either
a) change www.cygwin.com/xfree to a redirect to
http://xfree86.cygwin.com for the new offical location or
b) get spache to treat www.cygwin.com/xfree/lists.html as
xfree86.cygwin.com/lists.html.
