I encountered this situation on Win98 because the
startxwin.bat file launches the xterm and twm using
the following sintax of exec:
exec /B xterm ....
This works on NT but on Win98 exec doesn-t recognize
the /B, I edited the startxwin.bat and changed to:
exec /m xterm ...
