Thanks for the report. It looks like some strange mixup has happened.
In my original packaging, it correctly says:
10:13:28 jan@esac-pc:~/g/tar/tetex
$ cat texmf/setup.hint
sdesc: "This is texmf-20020530-3, an upgrade helper for tetex."
category: Text
requires: tetex
#external-source: tetex-beta-texmf
external-source: tetex-beta
ldesc: "This is texmf-20020530-3, an upgrade helper for tetex.
It has a dependency on tetex, to ensure a smoothly
ugrade to the new tetex packaging scheme.
Once tetex-20020530-3 or later has been successfully installed,
this package may be removed."

Why do you feel that way? The upgrade helper packages were also
created, and thus have a source package (but a bit smaller than 39MB
:-)
10:13:42 jan@esac-pc:~/g/tar/tetex
$ ls -l texmf tetex-beta
tetex-beta:
total 20
-rw-rw-r-- 1 jan lilypond 174 Aug 10 09:18 md5.sum
-rw-rw-r-- 1 jan lilypond 438 Aug 10 09:18 setup.hint
-rw-rw-r-- 1 jan lilypond 1154 Aug 9 18:11 tetex-beta-20020530-3-src.tar.bz2
-rw-rw-r-- 1 jan lilypond 566 Aug 9 18:11 tetex-beta-20020530-3.tar.bz2
texmf:
total 16
-rw-rw-r-- 1 jan lilypond 75 Aug 10 09:18 md5.sum
-rw-rw-r-- 1 jan lilypond 408 Aug 10 09:18 setup.hint
-rw-rw-r-- 1 jan lilypond 555 Aug 9 18:11 texmf-20020530-3.tar.bz2
Chris mentioned that there was a problem with external-source of (one,
some?) the tetex packages, but now I see that some the setup.hints
were changed. I can't tell this was before or after that
external-source problem. I suspect that it has to do with the old
tetex-beta and texmf packages sharing the same hint files, and some
conflict with that.
