This is not an error. This message means that all the necessary files in
that directory are already up-to-date and don't need to be "made". For
more information, "info make". Considering that it's in the docs
directory, I wouldn't worry about it in any case.
P.S. FYI, this is a general make question and has nothing to do with Cygwin.
