Probably because your $PATH does not include . (the current directory).

Hmm, what is the output of "file pbcompiler*"?  Are you sure it is
a Windows binary, and not some executable copied from some
other incompatible platform?

You STILL haven't attached the output of "cygcheck -svr", as
