  No, I don't think that's it.  This is netbios name resolution and DNS
doesn't come into it; it's resolved by broadcasting a udp datagram with the
desired netbios name and seeing if anyone in the local network jumps up and
claims it.  It would be bad if every machine on the network all claimed to be
'localhost' at the same time!
