  It is indeed.  What do you see from 

 cygcheck -l groff | grep tbl | xargs ls -la
 cygcheck -l groff | grep tbl | xargs file

  Once you've done that, try using setup.exe to reinstall groff from your
local package dir and see if it makes a difference.
