I tried '/etc/motd' yet and isn't work.
In my case that message is showed when I start o cygwin (cygwin.bat), and '/etc/motd' is used when you open a new login from cygwin.

Very true. I didn't know how you were starting Cygwin. If you're just using 'cygwin.bat' and it's not obvious by looking at that file, you should check out the standard suspects like ~/.bash_login, ~/.bash_profile, /etc/profile, and other scripts that are sourced as part of a login shell. See the bash's man page for all the details.
