ls command changes directories?

Hello all,

So when I type give Cygwin the command,
rsh -l administrator xxx.xxx.xxx.xxx ls
It lists all the elements in the C:/ drive, which is expected

But when I give the command,
rsh -l administrator xxx.xxx.xxx.xxx ls /folder_in_c_drive
It says the folder cannot be found, but it is clearly listed in the C:/
drive when I give the command above. How come?
