Ooops sorry for the top posting, and the e-mail thing, didnt see that
your name was your e-mail =(

C:\folder_on_c actually resides on /cygdrive/c/folder_on_c
try
rsh -l administrator xxx.xxx.xxx.xxx ls /cygdrive/c/folder_in_c_drive
