Because having an unversioned directory in @INC was a mistake that was
corrected.

vendor_perl contains modules that ship with perl from the packager.
site_perl contains modules that were locally installed from CPAN.

Then it sounds like you've not installed anything from CPAN. It should
be created and populated the first time you do that.
