What about:
$ sftp localhost
Connecting to localhost...
sftp> symlink 'C:\Windows' bar
sftp> cd bar
sftp> ls *exe
Alcmtr.exe FramePkg.exe HideWin.exe
IsUninst.exe MicCal.exe RTHDCPL.exe
RTLCPL.exe RtlUpd.exe SkyTel.exe
SoundMan.exe alcwzrd.exe explorer.exe
hh.exe regedit.exe twunk_16.exe
twunk_32.exe winhelp.exe winhlp32.exe
I don't have my sftp chrooted, but I don't know any reason why the above
wouldn't work on a Cygwin chrooted system.
