I assume you're using Cygwin 1.5, in which case try setting CYGWIN=ntsec
(Cygwin Setup sets it to nontsec by default; see
http://cygwin.com/cygwin-ug-net/using-cygwinenv.html for what these
settings mean):
export CYGWIN=ntsec
chmod +r /etc/passwd
chmod +r /etc/group
