I think:
dev_state->con_mbtowc = __mbtowc == __ascii_mbtowc ? __utf8_mbtowc : __mbtowc;
dev_state->con_wctomb = __wctomb == __ascii_wctomb ? __utf8_wctomb : __wctomb;
