ln command in Cygwin (hard links)

Am I going mad? Why doesn't the following work for me?

(Apologies if I've missed something obvious. I am admittedly a little
rusty. I have Googled and checked the mailing list archives though,
and can't find anything matching these symptoms.)

John@acer-f7ke5hmde0 ~
$ mkdir links

John@acer-f7ke5hmde0 ~
$ cd links

John@acer-f7ke5hmde0 ~/links
$ touch hardlink1

John@acer-f7ke5hmde0 ~/links
$ ln -s hardlink1 symlink1

John@acer-f7ke5hmde0 ~/links
$ ln hardlink1 hardlink2
ln: creating hard link `hardlink2' => `hardlink1': Operation not permitted

John@acer-f7ke5hmde0 ~/links
$ ls -ld .
