So that we can you see your environment.

So it looks like we can make cygwin even more slower,
eh, fix that in perl core for Win64 cygwin only,
to sleep some milliseconds after a fork.
We I need a confirmation because I cannot repro it.

Do you have any process hook application running,
such as an antivir SW listed in BLODA?
