The performance they're seeing probably has little to do with their Cygwin version --- they're a lot closer, after all, so support's latency is probably a lot lower.

Agreed. I would point out, however, that the OPs Cygwin versions are pretty out-of-date as well. Though I'm not sure it will help in this particular matter, it's worth thinking about upgrading.
