makewhatis installation step


I just installed a2ps and then:

Cygwin> apropos a2ps
a2ps: nothing appropriate
Cygwin> makewhatis -u
Cygwin> apropos a2ps
a2ps                 (1)  - format files for printing on a PostScript printer
texi2dvi4a2ps        (1)  - Compile Texinfo and LaTeX files to DVI or PDF
Cygwin>

So, wondering if it's standard for users to have to run makewhatis after
an install or if that step is missing from a2ps's install script.
Additional info:

Cygwin> uname -a
CYGWIN_NT-5.1 COBQDPPJ1 1.7.7(0.230/5/3) 2010-08-31 09:58 i686 Cygwin
Cygwin> cygcheck -c a2ps
Cygwin Package Information
