I have tried it several different ways, with and without priv separation.
Making the local account first, letting the ssh-host-config script make the
account. I'm at a loss at this point. I'm able to install on Win XP 32-bit
and Win 7 64-bit just fine, with no changes to the process. I have also
tried on several Win XP 64-bit machines, and I get the same response.

I'm also aware that XP x64 is based on Server 2003, and when I put that in
my search I do find other tips, but none of them seem to apply. I don't know
if that is because they are based on older versions of Cygwin or if the
script detects the OS and presents different questions to Server 2003.

I've also tried using the instructions at this page:

It's really for Windows 7, I know, but I thought I'd give it a try. No luck,
I instead get an error 1069. It does seem that the issue may be similar in
some way, namely that the user account running the service doesn't seem to
have the proper privs.

So I'd really appreciate any help. Thanks!
