this is the right place. Do NOT send direct e-mail to the maintainer
$ ruby --version
ruby 1.9.3p327 (2012-11-10 revision 37606) [i386-cygwin]

$ rails -v
Rails 3.2.11

$ cd testapp

rails is not part of cygwin

what about following

and clarifying from where your "rails" is coming from ?
