On some machines, halting can leave you at a BIOS/firmware prompt but
still powered on, whereas powering off really kills all power once the
shutdown is complete.  I can't say how the former behaves on your average
basic PC but suspect that the last step of halting is to power off since
I know of no way to get to the BIOS other than at boot time.
