Mirrors down?

Subject: Mirrors down?
Authentication-results: sourceware.org; auth=none

Ftp mirrors download some stuff then say: "550 Failed to change directory"
http sites can't download setup.ini then stop.

The cygwin installer usually works with no problem. What could I bedoing wrong?
