setup-x86_64 does not process -P or --packages option

Subject: setup-x86_64 does not process -P or --packages option
Authentication-results: sourceware.org; auth=none

Trying to duplicate an install on another machine, but the command
line "Specify packages to install" option just returns with no output
or error message.

Info printed when I do -h is "Starting cygwin install, version 2.850"

Machine is  running Windows 7 Professional.
