    Cygwin DLL version info:
        DLL version: 1.7.25

So you have at least 1 , likely more, package not updated.

Check how many dll's were not installed with
 cd /usr/bin
 ls *new

I suspect at list cygwin1.dll.new will show up.

Stop all the services
  net stop cron
  net stop sshd

before the next update/installation.

Re-install the cygwin package

PS: http://www2.warwick.ac.uk/fac/sci/moac/people/students/peter_cock/cygwin/part2/

is giving very bad suggestion to install all the devel. You will have tons on useless package for your need. Almost all packages will be installed in this way .
