No. Newlib is not under a GPL or LGPL licence. Please check out the file COPYING.NEWLIB from the
sources CVS repository for a description of the various licence restrictions that apply to newlib.
Most only involve including copyright notices and/or accrediting the original authors of the code.
I have no information for you on the Cephes Math Library licence.
